The State of Connecticut is seeking a qualified vendor to provide a comprehensive Human Resources Management System (HRMS). The system must offer both web and mobile access, with robust employee self-service functionality. Key features include an integrated applicant tracking system that supports the entire hiring process, career page integration, and the ability to distribute job postings to multiple job boards.
The HRMS should facilitate goal setting and tracking aligned with organizational competencies and include a Learning Management System (LMS) for e-learning modules, assignments, and testing. It must manage employee benefits enrollment and eligibility for health, dental, vision, and ancillary plans, as well as life event tracking. COBRA notifications, compliance processing, and new hire reporting for federal and state requirements are also essential components.
Additional requirements include technical specifications for both hardware and software, with support for either local SQL server or vendor-hosted data storage. The system should provide tools for conducting pulse, annual engagement, and ad hoc surveys, plus features for managing salary structures, merit and COLA adjustments, and compensation history. A dedicated account support specialist is expected. Vendors must submit any questions regarding this opportunity by January 7, 2026.
