DESCRIPTION


The City of Texas is seeking a vendor to provide a comprehensive Human Resources Information System (HRIS) that fulfills its operational HR needs. The desired system must support core HR functions, payroll administration and compliance, benefits management (including health, retirement, and leave), time and attendance tracking, recruitment and applicant tracking, as well as onboarding and offboarding processes.

Evaluation criteria will include options for cloud-based (SaaS) and on-premise deployment, robust system security and data protection features, data encryption, access controls, disaster recovery, and business continuity measures. The solution should offer integration capabilities with existing finance, payroll, and timekeeping systems and be compatible with open APIs and interoperability standards.

The HRIS must also feature strong reporting and data management functions, including the ability to generate standard/customizable reports, compliance reports, and ad hoc reporting tools. All questions regarding this RFP must be submitted by March 11, 2026, and a pre-bid meeting was held on March 4, 2026.
