The Province of Ontario is seeking a comprehensive, integrated Human Resources Information System (HRIS) and Human Capital Management (HCM) solution. This system will unify HR functions including payroll, benefits management, performance evaluation, and recruitment into a single platform, replacing multiple disparate legacy systems to improve data flow and organizational efficiency.
The objectives include transforming manual HR and payroll processes into a streamlined, end-to-end digital solution supporting the entire employee lifecycle. The chosen system should offer robust recruitment and candidate management features, onboarding capabilities, and self-service dashboards with real-time analytics for actionable insights. Additionally, the solution must provide extensive API integration options to connect with in-house applications, utilize modern cloud-based architecture, and meet municipal data protection standards for security.
Vendors must deliver a platform that supports both standard and custom reporting through user-friendly tools and reduces technical and maintenance costs associated with older technologies. The initial contract period for this project is five years.
