The agency seeks a Human Resource Management System (HRMS) solution that will modernize and streamline its human resources operations. The system should enhance usability for employees, managers, and administrators, while also improving operational efficiency, reporting, and decision–making. It must be capable of supporting at least 3,000 employee profiles, handling approximately 1,000 job postings, and up to 3,000 job requisitions per year without performance loss.
Key functionalities required include workforce and team management, recruitment and talent acquisition, employee onboarding and offboarding, learning and development, performance management, payroll–related data transmission, and robust reporting and analytics. The HRMS must feature bi–directional integration with Banner ERP as the system of record for payroll and core employee information.
Compliance with agency data security, privacy, access control, and backup requirements is mandatory, as is adherence to British Columbia privacy protection laws. Technical requirements call for deployment options (cloud or on–premises) with Canadian data residency considerations, integration capabilities with Ellucian Banner ERP (including Ethos), Microsoft 365, and identity and access management systems. The solution must ensure role–based access control, audit logging, data governance, strong system performance, scalability, availability, backup, disaster recovery provisions, and compliance with accessibility standards for public–sector systems.
The contract period will be five years. All questions must be submitted by May 22, 2026, and a pre–bid meeting is scheduled for April 29, 2026.
