The Commonwealth of Virginia is seeking a vendor to provide a comprehensive Human Resource Management Software solution. The system must support robust access controls, enabling role- and location-based permissions as determined by the Human Resources Department.
Key requirements include automated workflows throughout the entire HR process, such as recruiting, hiring, onboarding, employee evaluation, separation, background checks, benefits administration, I-9 verifications, and timekeeping. The software should feature customizable email notifications, automatic escalation of tasks, and a centralized digital employee records repository. It must also support the generation and maintenance of various HR documents, including I-9 forms, performance and development plans, employee contracts, assignment letters, and new hire packets, along with templates for letters such as job offers and separation notices.
Additionally, the system should provide comprehensive reporting capabilities, including compliance-based reports for each HR function. This contract is intended for a five-year period. Vendors are required to submit any questions by October 31, 2025, and a pre-bid meeting is scheduled for that same date.
