The state of Illinois is seeking a qualified vendor to deliver a comprehensive human capital management (HCM) system that encompasses software, implementation, hosting, training, maintenance, and ongoing support services. The selected solution must support current human resources and payroll operations while offering scalability to accommodate future organizational growth and increased complexity.
Illinois requires a cloud-based SaaS or hosted HCM platform deployed in a Tier 3 (or higher) data center, ensuring high availability and robust security. The platform must feature secure, web-based portals tailored for employees, managers, and system administrators, as well as mobile accessibility with responsive design. Key responsibilities include regular software updates and security patches, application and data hosting, disaster recovery and business continuity planning, and continuous monitoring and optimization of system performance.
