DESCRIPTION


The organization seeks vendors to provide a comprehensive human capital management (HCM) platform along with implementation services. The platform must accommodate management of employee master data, organizational structure, and position control. Support is required for multi-state payroll processing within the United States as well as integration options for global payroll systems.

The solution should include robust tools for employee scheduling, leave management, overtime rules, and integration with time clocks, as well as full-cycle recruiting, job posting, and an enhanced candidate experience. Additional capabilities must cover compensation planning—including merit, bonus, and equity management—as well as either built-in learning management system (LMS) functionality or seamless integration with existing LMS platforms.

Mobile-first self-service features for both employees and managers, centralized case tracking, and knowledge base tools are essential. The system must also ensure compliance through support for regulatory requirements like EEO-4, ACA 1095-C, W-2/941, and COBRA filings. Security features including single sign-on (SSO), role-based access controls, and SCIM provisioning are required. Migration of HR master data, historical payroll records, and accrual balances will be part of the implementation scope.
