The Authority seeks a consultant to advise and support the procurement of a new Human Capital Management (HCM) and Human Resource Information System (HRIS) solution supporting comprehensive human resources and payroll functions. The one-year engagement will include assessing current HR, payroll, timekeeping, benefits, reporting, and related processes and systems, including pain points, manual workarounds, reporting limitations, compliance considerations, and service delivery needs.
The consultant will conduct interviews, workshops, and document reviews with representatives from Human Resources, Payroll, Information Technology, Finance, and operational departments to define business requirements and future needs. The consultant will develop a future-state process inventory and prioritized process changes, conduct a market scan of commercially available HCM/HRIS solutions, and recommend a shortlist based on functional fit, implementation considerations, vendor stability, support models, and experience with similar organizations.

The consultant will provide scenario-based demonstration scripts and guidance on functional fit, future-state processes, and implementation planning.
