DESCRIPTION


The Town of Manchester, Connecticut is seeking a qualified consultant to provide professional services for its Housing Rehabilitation Emergency Replacement Program. The selected consultant will conduct initial property inspections alongside homeowners to assess and document the scope of work required to address emergency conditions and maintain safe occupancy. Within 24 hours of the initial inspection, or as otherwise directed by the town, the consultant will prepare comprehensive specifications, itemized cost estimates, and necessary working drawings. These materials will support bid and contract documentation.

The consultant will deliver technical assistance to the Program, including reviewing contractor bids and recommending contract awards based on the lowest credible proposal. Responsibilities also include reviewing proposed change orders, making determinations regarding work and pricing adjustments, and offering customer-focused support to both residents and contractors. Strong communication skills and compassion for residents experiencing stressful housing situations are essential. The consultant must be available to provide services Monday through Friday from 8:00 a.m. to 4:30 p.m. The initial contract period is two years, and all questions from bidders must be submitted no later than April 8, 2026.
