The selected vendor will develop a comprehensive housing implementation strategic plan through a series of structured tasks. The project will begin with a kick-off meeting to confirm scope, timeline, and roles, followed by the creation of a detailed work plan with key milestones and deliverables.
The vendor will conduct system and asset mapping by inventorying housing and homelessness resources, including shelters, transitional housing, supportive housing, rehousing, and prevention services. This includes documenting funded initiatives, populations served, geographic reach, capacity, and partners involved.
Strategic alignment activities involve evaluating current efforts against an established housing framework, facilitating focused stakeholder discussions, and identifying opportunities for near-term and long-term improvements. The implementation planning phase prioritizes actions by impact and feasibility, defines roles and responsibilities, and identifies necessary operational and policy adjustments.
The project concludes with recommendations for performance metrics, outcome indicators, governance structures, and tools for monitoring and reporting. The vendor will present draft findings, incorporate feedback, and deliver a final, implementation-ready package.
