Housing Development Lifecycle Software

The state of Illinois is seeking a comprehensive software solution to manage the entire lifecycle of affordable multifamily housing development. The required platform must integrate all phases of the development process, supporting activities from pre-development and initial funding requests through underwriting, loan closing, construction, and long-term compliance tracking. The agency manages an extensive portfolio, including over 800 loans, more than 300 grants, and approximately 1,100 tax credit properties, requiring the system to efficiently handle demographic, financial, programmatic, and regulatory data.

Core functionalities must include a secure, user-friendly interface for receiving and processing funding applications, robust tracking of project milestones and status updates, and oversight of construction progress and draw requests. The software should provide comprehensive portfolio management for loans and grants, enable the monitoring of long-term compliance with program requirements and affordability covenants, and support workflow automation, document management, and correspondence tracking. Additionally, the solution must facilitate accurate demographic data capture to promote fair housing and equity initiatives, maintain auditable records for federal and state oversight, and deliver real-time dashboards and customizable analytics for timely and transparent reporting.

This contract is anticipated to span two years, with all vendor questions to be submitted by January 9, 2026.
