DESCRIPTION


The organization seeks a vendor to deliver comprehensive project management, content development, policy analysis, stakeholder engagement support, and implementation planning services for the Home Care Sustainability initiative. The selected firm will provide dedicated project management to the AGE home care sustainability team, including the creation and maintenance of a project charter, master work plan, weekly status reports, and Governance Committee briefing materials. Coordination across multiple internal and external stakeholders—such as AGE, EHS, MassHealth LTSS, and others—as well as tracking regulatory amendment milestones and dependencies are required.

For content development and policy analysis, the vendor will support the formulation, evaluation, and design of targeted options to ensure the sustainability of Home Care programs. The scope also includes developing and executing a comprehensive stakeholder engagement strategy. This involves preparing materials, supporting facilitation, and engaging with key groups such as mass aging access, home care alliance, home care aide council, and broader elder stakeholder organizations, as well as assessing stakeholder impacts related to proposed program changes.
