DESCRIPTION


The selected vendor will provide comprehensive HIV and STI testing, counseling, outreach, and referral services for up to twelve months. The focus will be on reaching individuals at highest risk for HIV, offering prevention services to persons living with HIV and those at significant risk. The program requires community-level preventive education, distribution of safer sex supplies and Pre-exposure prophylaxis (PrEP) referrals.

Services must include in-person delivery at high-risk clinical settings, community-based outreach locations, events, and other appropriate venues. Online outreach is also necessary, utilizing social media and digital platforms to engage priority populations. The vendor should conduct extensive outreach activities such as leveraging social media, attending local events, and partnering with community organizations.

The successful provider must demonstrate strong existing community partnerships and the ability to form new collaborations to maximize prevention efforts. Additional responsibilities include distributing HIV home test kits, educational materials, and safer sex supplies as needed. All developed materials must obtain formal approval from the Oregon Program Review Panel prior to distribution. Bidders should also detail research-supported engagement strategies targeting communities at higher risk.
