DESCRIPTION


The government authority in San Jose, California is seeking a vendor to provide helicopter pipeline inspection services. The scope of work includes aerial observation, photography, videography, reconnaissance missions, and transportation of authorized personnel for both scheduled and emergency inspections. Monthly daylight flights are required to visually inspect water pipelines, rights of way, and facilities in locations inaccessible by vehicle. Emergency aerial reconnaissance services must also be available in response to natural disasters such as storms, floods, landslides, fires, or earthquakes upon authorization.

Preflight reviews must cover essential safety protocols, including weather and route assessments, hazard identification, passenger lists, weight distribution, loading procedures, landing zone conditions, emergency readiness, and risk mitigation. The vendor is responsible for providing transportation and supervision for support staff involved in fueling, loading, unloading, and ground coordination.
