The government authority in Philadelphia, Pennsylvania is seeking a vendor to provide healthcare policy consulting services with particular emphasis on Medicaid and medical assistance. The selected consultant will collaborate closely with both internal and external city stakeholders to aid in the preparation and response to the implementation of Medicaid policies.
Responsibilities include providing expert guidance to assess the anticipated impact on city services, such as health centers and behavioral health managed care services, as well as estimating the resources required to enhance capacity and potentially establish additional supports for affected populations. The consultant will also lead community engagement efforts, working with impacted individuals and coordinating with social service providers, employment training agencies, and local employers.
Additionally, the consulting firm will advise on IT tools (including Compass and Navigate) to support Medicaid participants and front-line staff, develop agendas and work plans for work groups, and help foster connections with strategic partners and networks. Questions related to this RFP must be submitted by March 12, 2026, and a pre-bid meeting is scheduled for March 20, 2026.
