North Dakota is seeking a vendor to deliver a comprehensive, turnkey health inspection and licensing software solution. This system should be fully supported and user-friendly, offering a streamlined platform for staff to create, update, and review online applications tailored to various programs. The solution must provide both a production environment and a modeling and testing environment to facilitate efficient operations and system validation.
Key requirements include robust online communication features that allow staff and applicants to interact about license applications, support for online payments, and integration of multiple business functions such as licensing, inspections, complaint tracking, communications, reporting, billing, and data management within a single platform. The vendor should ensure the interface is intuitive, dependable, and mobile-friendly to support field operations.
In addition, the system must provide thorough API documentation, including details on request/response formats, authentication methods, rate limits, and error handling. A dedicated development team is expected to produce regular upgrades and proactively support end-user training. Ad hoc reporting capabilities are required, with flexible filters, groupings, export options, and detailed tracking of time, activities, and mileage across daily, monthly, and quarterly intervals.
The selected vendor will be responsible for all aspects of implementation, including software, programming, technical documentation, training materials, project management, and accurate migration of current and historical data from the existing legacy system. Adequate staffing levels and resources must be allocated to ensure timely and successful project completion within budget.
