The software must support licensing, inspections, and ongoing regulatory compliance activities for businesses such as animal boarding operations, aquatic facilities, body art establishments, food establishments, lodging facilities, massage therapy establishments, mobile home parks, mobile food vendors, pet stores, tanning facilities, and onsite sewage treatment systems.

A critical component of the project is the provision of a secure and robust RESTful API. This API should enable seamless integration with existing on-premises permitting solutions, supporting bi-directional data exchange. The system must offer both production and testing environments, allowing users to model financial scenarios without impacting live data. Comprehensive API documentation—covering authentication methods like OAUTH 2.0 or API keys, request/response examples, rate limiting, and error handling—is required to ensure smooth development and operational support.
