A government authority in Ithaca, New York, is seeking a consultant to provide comprehensive health benefit plan consulting services. The selected firm will support strategic, financial, regulatory, and operational oversight for a health benefit plan serving municipal cooperative members ("Participants"). This involves advising on regulatory compliance and reporting, including expertise in both New York State and Federal Insurance Law, and assisting with required filings such as Retiree Drug Subsidy (RDS) reporting for member municipalities.
The consultant will deliver financial and actuarial services, including developing premium equivalent rates, conducting annual actuarial valuations, and providing financial forecasting and trend analysis. Additional responsibilities include reviewing and updating plan documentation, offering strategic planning and advisory services, engaging with labor and other stakeholders, advising on marketing and growth opportunities, and supporting wellness initiatives and population health strategies. Legal and compliance support, including coordination of legal expertise related to health benefit plan compliance, is also required.
