The General Services Administration (GSA), Public Buildings Service (PBS) Office of Acquisition Management invites proposals from construction contractors for the enhancement of security and the aesthetics surrounding the Harry S Truman building at 2201 C St NW, Washington, DC, headquarters of the U.S. Department of State. This project responds to security needs highlighted after September 11, 2001, aiming to replace temporary security measures with tested and proven permanent countermeasures to protect employees, visitors, and improve the streetscape for pedestrians.
The Design–Bid–Build (DBB) delivery method will be used, involving sequential contracts for design and construction. The scope includes civil/site construction of approximately 162,000 square feet of streetscape, encompassing sidewalks, curb and gutter, utilities, and related site work, structured in four phases. Contractors can work around the facility in accordance with DC ordinances, with specific restrictions as required by the building manager or Diplomatic Security Bureau in matters of noise, dust, and national security.
The project will be solicited as a full and open competition with an estimated value between $20 million and $30 million. One award will be made for the entire project. The NAICS code for this procurement is 236220 (Commercial and Institutional Building Construction), and a performance bond will be required. The anticipated award date is around August 2026. Contractors must be registered with SAM.gov in order to participate.
