The U.S. General Services Administration (GSA), Public Buildings Service (PBS), intends to issue a Request for Proposal (RFP) for qualified General Contractors to provide construction services for the renovation of approximately 2,384 square feet on the 5th Floor of the James M. Hanley Federal Building in Syracuse, New York. The scope includes all labor, materials, tools, and equipment necessary to make improvements tailored to support the Veteran's Benefits Agency, all in accordance with the construction documents and specifications. Contractors must demonstrate proficiency in various construction services, including electrical, mechanical, asbestos-containing material (ACM) remediation, and general building repairs and alterations. Experience performing similar projects is required. The contract will be awarded as a Firm-Fixed-Price agreement using the Lowest Price Technically Acceptable (LPTA) selection process, with technical evaluation factors focused on vendor experience, past performance, and staffing plan. The project is set aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSBs) under NAICS code 236220 and requires performance and payment bonds, as well as a bid guarantee. The estimated project value ranges from $1,000,000 to $5,000,000, with a performance period of 180 calendar days following notice to proceed.
