The Space Systems Command (SSC) is seeking industry feedback on the draft Request for Proposal (RFP) for the Hybrid Architecture and Development for Experimental Systems (HADES) contract. This opportunity involves supporting satellite ground system and satellite operations center engineering, development, integration, and sustainment, as well as associated support services. The work will be primarily conducted at the Research, Development, Test, and Evaluation (RDT&E) Support Complex at Kirtland Air Force Base in Albuquerque, New Mexico, though other locations may also be included.
The anticipated contract structure includes Cost-Reimbursable (CR) with Cost-Plus-Award-Fee (CPAF), Firm-Fixed-Price (FFP), and Cost CLINs. This draft RFP is made available to facilitate planning and encourage early dialogue between the government and potential offerors. Feedback is specifically requested on aspects such as government data rights impact on cost, the structure and clarity of the Performance Work Statement (PWS), the comprehensiveness of task order requirements, the Award Fee Plan, and sufficiency of the current draft documents.
Interested parties are invited to review the draft documents and submit their comments, questions, and suggestions by March 20, 2026. The SSC will periodically update the draft RFP and documentation in response to industry input, with additional materials to be posted as they become available. Registration in the System for Award Management is required for prospective contractors. The final RFP release is planned for Spring 2026.
