DESCRIPTION
The government authority in New Castle, Delaware is seeking a vendor to provide administrative managed services for group medical plans. The primary objectives include third-party administration for medical plans for active employees and pre-65 retirees. In addition, one indemnity plan includes a bundled pharmacy component with the medical plan, which is not carved out as a standalone benefit.
Vendors are expected to offer third-party administration for both medical-only coverage and for medical/Rx bundled plans where applicable. There is flexibility to emulate the existing indemnity program, ensuring that out-of-network benefits remain consistent; however, if the pharmacy component is separated, it should be excluded from administrative services.
A mandatory pre-bid meeting will be held via Teams on May 4, 2026. All questions regarding this RFP must be submitted no later than May 11, 2026. The resulting contract will span a three-year period.
