The state of California is seeking a qualified vendor to deliver a comprehensive grants management system that will support all phases of the retrofit program workflow. This system must incorporate advanced functionality to facilitate effective grants administration, including workflow management, integration with relevant software, government entities, platforms, or APIs, and robust security and audit features.
Key requirements include the creation and retention of audit logs and records to monitor, analyze, investigate, and report any unauthorized system activity. The system should support audit record reduction and enable on-demand report generation for analytical purposes. It must also be capable of identifying users, processes, and devices accessing the system, managing incident handling—including detection, containment, recovery, and response—and securely storing both physical and digital system media.
Additionally, the platform must implement protections against malicious code, restrict unauthorized activation of collaborative devices, and provide visibility for device usage to users. The selected vendor will be expected to develop action plans to correct system deficiencies and mitigate vulnerabilities, ensuring ongoing protection of organizational data and resources.
