DESCRIPTION


The organization seeks a vendor to provide a comprehensive grants management solution that serves as the single source of truth for all grant-related data. The selected solution must support the entire grant lifecycle, encompassing application development and documentation, grant awards and agreements (including pass-through grants), grant monitoring and reporting, internal workflow approvals, concurrences, and all associated documentation through grant closeout.

Key requirements include workflow automation, customizable dashboards, advanced reporting capabilities, and the migration of historical grant data. The system must enable real-time, collaborative editing across stakeholders, be fully accessible via recent versions of major web browsers without additional software installation, and maintain high standards for data security and continuous data availability through escrow and verification processes. The successful vendor must lead all aspects of implementation, including detailed project planning, risk mitigation, multiple phases of software and system testing (unit, integration, UAT), and ongoing project management throughout the engagement. All relevant application software and firmware not provided under open-source licenses must be placed in escrow.

The contract will be for a two-year period. Potential vendors are evaluated on their demonstrated track record of successful grant management system deployments. A pre-proposal meeting is scheduled for April 1, 2026.
