DESCRIPTION


The agency requires a comprehensive Grants Lifecycle Management System (GLMS) delivered as a cloud-hosted Software as a Service (SaaS) solution. The GLMS will support management of the full lifecycle of grants, enhancing efficiency, transparency, and consistency via a secure platform. The unified system must handle applications, multi-stage reviews, awards, project monitoring, reporting, and closeout processes, as well as track multiple concurrent funding streams.

The platform should include automated workflow features such as routing, reviewer assignments, reminders, deadlines, and document requests. It must offer built-in communication tools for applicants, internal staff, and reviewers, as well as tracking for budgets, expenses, payments, and allocations. An intuitive, mobile-friendly portal is required for applicants to submit and track their applications and communicate with the agency. Role-based access interfaces, customizable forms, standardized data collection, real-time dashboards, and detailed, customizable reporting are essential to support both daily operations and strategic leadership needs.

The project encompasses business needs analysis, system configuration and customization, testing, deployment, training, go-live support, and ongoing maintenance and operations. Provisions for custom activities and out-of-scope support are included to ensure adaptability to future agency requirements.
