The agency is seeking a vendor to provide and implement a comprehensive grant management and loan servicing software solution. This system should include a robust database and the necessary tools to efficiently handle transactional, compliance, reporting, and auditing functions related to the administration of various grant and loan programs. The software must support client and project record management, historical data storage, and be fully compatible with Munis and Tyler Technologies accounting platforms.
Key features required include the ability to calculate loan payments and amortization schedules, process various loan types (such as deferred payments, balloon payments, interest-only loans, adjustable rates, and split funding sources), and handle loan adjustments, additional payments, and scenarios involving partial forgiveness. The solution should automate customer invoicing and payment processing, integrate with Munis or Tyler Tech for seamless operations, and offer advanced reporting capabilities for annual audits, dashboards, portfolio reconciliation, and variance analysis.
Additionally, the software must support compliance and monitoring functions, integrating with HUD/CDBG/HOME programs (including the IDIS platform), enable the creation and management of monitoring and inspection schedules, and support other federal reporting and monitoring requirements. The initial contract period will be for one year, with all related queries due by May 11, 2026.
