Seeking a vendor to manage the development, drafting, and submission of grant applications and reports for a Washington, DC government authority.

Contractor personnel must work from a location within the District of Columbia, accessible to MPD's Traffic Safety and Specialized Enforcement Section.
Submit a copy of the GSA Schedule contract.
Provide a price proposal in accordance with the Statement of Work and GSA Schedule.
Submit completed compliance forms (Certificate of Clean Hands, Bidder Offeror form, District of Columbia Business License, Subcontracting Plan).
Provide a Certificate of Insurance listing the District as the Certificate holder and an additional insured, including a Waiver of Subrogation provision.
Submit resumes of personnel meeting specified minimum qualifications and experience.
Comply with all applicable District tax and reporting laws and regulations.
Personnel must have a minimum of six years of experience in federal grant program development and management.
Personnel must have a minimum of three years of experience complying with U.S. DOT and FMCSA directives and regulations.
Personnel must have a minimum of three years of experience in transportation and traffic safety engineering.
Personnel must have a minimum of three years of experience developing, implementing, or administering grant programs issued by DOT, FMCSA, MCSA, or DDOT.
Personnel must have at least six years of experience complying with Procurement Standards requirements (2 C.F.R. §200).
Personnel must demonstrate the ability to manage multiple projects and partners and manage time effectively.
Personnel must have experience developing formative and summative evaluation tools.
Personnel must have advanced knowledge of Microsoft Office Suite and online grant management/submission programs.
Personnel must have experience and expertise in CMV crash data collection and analysis.
Personnel must possess a minimum of a master's degree.
Ensure the Department's enforcement and MCSAP Grant use aligns with federal regulations.
Assist in the development of the annual Commercial Vehicle Safety Plan (CVSP) for the District of Columbia.
Gather DC CMV crash data, provide data analysis, and utilize information for CVSP development.
Submit the annual MCSAP Basic and Incentive Grant Application to Grants.gov by the deadline.
Prepare and submit FMCSA's required reports (quarterly financial, quarterly performance, year-end final).
Prepare and submit a needs assessment for improving crash data quality in the District.
Assist with the investigation of Data "Q" complaints and prepare replies.
Be available for national travel and mandatory seminars/meetings required by FMCSA.
Research and review Crash Data Management Systems and provide recommendations for MPD's system.
Compile data from DC CMV crashes and generate reports for the MCSAP grant.
Comply with the D.C. Human Rights Act of 1977, as amended.
Comply with the First Source Employment Agreement Act of 1984, as amended, for contracts valued at $300,000 or more.
Verify identity and employment eligibility of all employees.
Comply with Language Access compliance requirements if the contracting agency is a covered entity.
Certify no present or future conflicts of interest.
Verify current certifications of proposed Certified Business Enterprise (CBE) subcontractors.
Verify proposed subcontractors possess all applicable licenses and permits.
Certify compliance with Campaign Finance Reform obligations.
Certify no pending litigation against the District of Columbia.
Comply with Buy American Act requirements (if applicable).
