DESCRIPTION


The County seeks a vendor to provide a reliable, subscription-based online grant application management system capable of supporting up to 10 concurrent programs, at least 1,000 applicants, and unlimited reviewers and administrators. The system must offer comprehensive technical support during and after implementation. It should facilitate the creation, updating, and configuration of multiple grant programs, each with distinct workflows, requirements, and settings, and robust user management features.

The solution must include customizable, brandable portals aligned with County branding standards. Essential features include an intuitive applicant portal with eligibility quizzes, smart forms (featuring conditional logic and various question types), document uploads, recommendation requests, charity verification, applicant team management, and post-decision actions. The administrative portal should provide advanced configuration tools, drag-and-drop form building, application scoring and evaluation, role-based permissions, and workflow routing from review through award monitoring.

Further requirements include highly configurable application and review workflows, concurrent and team reviews, flexible automation capabilities (such as automated notifications and task assignments), and centralized tracking of profiles, communications, and file submissions. The system must feature real-time dashboards, audit trails, change tracking, and custom report generation, and permit integration with payment platforms such as PayPal and Stripe. For program and funding management, the platform must allow management of multiple funding sources, year-specific allocations, line-item budget tracking, and payment drawdowns.
