The government authority in Forney, Texas is seeking a qualified vendor to provide comprehensive grant administration services for a project aimed at converting a stop-controlled intersection to a signalized one, alongside related roadway safety improvements. This initiative is designed to reduce conflict points, enhance overall traffic control, and improve both pedestrian signal equipment and ADA-compliant infrastructure such as curb ramps and crosswalks. Associated pavement markings will be updated to further improve traffic efficiency and pedestrian safety.
Scope of services includes project management, financial management, environmental review, real property acquisition/Uniform Relocation Assistance (URA), construction management, fair housing/equal opportunity compliance, and, if applicable, housing rehabilitation or affordable housing. The vendor will also provide audit and contract close-out assistance, develop a compliant recordkeeping system, and ensure the proper documentation of all local administrative expenditures. Additionally, the contractor is responsible for preparing and submitting quarterly progress and minority hiring reports, financial information reports, and establishing procedures to document expenditures. Reevaluation of environmental clearances for program changes will also be required.
