DESCRIPTION

A government authority in Virginia seeks a consultancy service specializing in governance components. The consultant will be responsible for conducting a thorough review and assessment of institutional and governance arrangements to establish a baseline, identifying structures, mechanisms, and capacities applicable to the design and implementation of the country package.

The scope includes analyzing the relationship between the governance framework and the country platform, with a focus on coherence, efficiency, and avoiding duplication. The consultant will be tasked with identifying governance-related risks, developing mitigation measures to strengthen transparency, accountability, oversight, and institutional integrity. Responsibilities also encompass reviewing relevant national policies, institutional frameworks, and legal instruments, identifying technical, financial, and diplomatic partners, designing participation and consultation mechanisms, and assessing the role of Indigenous Peoples and local communities.

The final deliverables should provide actionable recommendations for effective governance, risk mitigation, and stakeholder engagement within the context of the proposed governance framework.
