DESCRIPTION


This RFP seeks a vendor to develop and implement a new GIS-based website as a core component of the Floods Early Warning System (FEWS) for Texas. The project involves redeveloping the public-facing web application to display near-real-time cellular camera images and road closure updates on a color-coded map of low water crossings, segmented by jurisdiction and time. The platform must enable collection, storage, viewing, updating, addition, removal, and editing of both geographic data and sensor/camera imagery.

The chosen solution may be based on an existing product or custom-developed and should be technologically flexible—agnostic to camera hardware and cloud hosting services—to facilitate future expansion across additional jurisdictions and geographic regions. Multilingual support for public content, robust audit logging and change history for all user and administrative actions, and comprehensive user access controls are required. The website must also comply with branding guidelines and allow for the management of site content, account administration, and notification/reporting tools via an intuitive administrator dashboard.

The desired system should be cloud-hosted or SaaS-based, providing high availability as well as an interface for managing data related to water crossings, road closures, cameras, sensors, notifications, and jurisdictional information.
