Ontario is seeking a vendor to provide GIS-based route development and optimization software to support the launch of a new seasonal Leaf and Yard Waste (L&YW) Collection Program. The selected vendor will be responsible for designing efficient, GIS–based curbside collection routes that consider operational restrictions and typical fall season leaf and yard waste volumes. The routes must be structured to ensure practical, balanced, and fuel–efficient operations, and should align geographically with the municipality's existing roads GIS layer.
In addition, the vendor will supply, implement, and support a commercial off–the–shelf route optimization software system that is already utilized by waste collection authorities. The software is expected to accommodate seasonal route changes, allow address-based route creation and modification, and support real–time vehicle tracking and route completion status. Key features should include the ability to dynamically adjust routes in progress, integrated mobile navigation with turn–by–turn voice guidance, rerouting, traffic–aware adjustments, and offline capability with automatic data synchronization. The initial contract period will be three years.
