The city of Garland, Texas is seeking qualified vendors to provide comprehensive geotechnical engineering, construction material testing, and specialty services to support various public improvement projects. The awarded contract will have a maximum duration of five years.
Geotechnical engineering services will involve tasks necessary to adequately sample, analyze, and provide recommendations based on subsurface soil conditions. This work includes site descriptions, soil sampling, detailed bore logs, subsurface exploration methods, groundwater assessments, soil classification, and reporting. Construction material testing services will require industry-standard testing for material properties related to compaction, concrete mix design, asphalt paving, flex base, subgrade, and other materials used in paving and utility work.
Specialty services may include forensic studies to address pavement or retaining wall failures and consulting on claims related to vibration impacts from construction activities. All interested vendors must submit their questions by February 10, 2026.
