The organization is seeking a qualified vendor to provide comprehensive geographic information systems (GIS) solutions, aiming for a cost-effective implementation of a complete GIS infrastructure along with related services. The chosen contractor will be responsible for delivering a mountable hardware solution or a certified virtual appliance image, preconfigured for immediate production use to supply GIS foundation basemap data. Multiple cartographic styles must be supported, including streets, topographic, reference labels, grey canvas, terrain, and oceans, with dynamic vector basemaps that allow for style customization and localization.

The GIS system must operate entirely within the organization's classified network environment, functioning without dependency on external internet connectivity for basemap access. Core GIS desktop client functionalities are required, supporting advanced 2D, 3D, and 4D mapping, spatial analysis, data editing, imagery and raster processing, Python scripting, cartographic layout creation, and project sharing through GIS web services. The software should also offer sophisticated spatial analytics and modeling tools suitable for various business applications, such as customer and competitor analysis, territory design, target marketing, site evaluation, and advanced image interpretation.
