Geographic Information System for Water and Wastewater Facilities

RFP to develop a GIS platform and datasets for water and wastewater facilities in Pennsylvania over a one-year contract.

Demonstrate experience as prime consultant for three or more water or wastewater treatment facilities with a minimum treatment capacity of 50 MGD.
Demonstrate experience as prime firm or team for two or more water or wastewater treatment facilities that included field verification of buried lines using GPS, GPR, and other methods.
Provide data conversion services to create a GIS dataset for linear assets and appurtenances at PWD's water treatment plants, water pollution control plants, pumping stations, and other facilities based on available record drawings, CAD files, and on-site survey.
Design and implement a quality assurance plan, rigorous comprehensive quality control checks, and perform field verification of assets.
Create a CAD file for linear assets and appurtenances mapped at each facility.
Provide comprehensive technical documentation about the data conversion process and a metadata file for each feature class created.
Mandatory online registration and filing through eContract Philly.
Certify that proposal contents were thoroughly reviewed by a human subject matter expert for accuracy and completeness, and are owned or licensed by the Applicant.
Submit references from up to three owners of projects comparable in size, complexity, and scope.
Provide names, qualifications, and relevant experience of all key personnel, with a minimum of five years of experience preferred in specific areas.
Demonstrate proven project management experience, ability to assemble and retain high-quality teams, knowledge of water and wastewater treatment processes and facilities, expertise in wastewater and water facility/collection/distribution system hydraulics, in-depth understanding and working knowledge of Esri's current suite of products, history of providing data conversion services, knowledge of Quality Assurance and Quality Control best practices for large GIS datasets, knowledge of field collection methods including GPS, GPR, and Esri field collection tools, experience with Autodesk AutoCAD software including converting CAD data to ArcGIS geodatabase features, and experience in the development of technical documentation.
Provide a narrative demonstrating financial capacity.
Submit a current audited statement of financial condition and financial statements for the two years preceding the current year.
Provide a bank reference.
Disclose any audits by the federal government and any state or federal bankruptcy or insolvency proceedings.
Provide a notarized letter from an approved surety stating willingness to issue bonds if performance and/or payment bonds are required.
Describe contracts with municipalities for work of similar type, scope, and value.
Submit the most recent Form 10-K (if filed with SEC) or certified audited financial statements for the past three fiscal years, latest quarterly financial reports, and most recent annual report (if not filed with SEC).
If the proposal is submitted by a partnership and/or joint venture, provide full information concerning its nature and structure.
Submit an implementation plan, detailed statement of work, project schedule, and milestone payment schedule.
