DESCRIPTION
The City of Menifee, California is seeking a qualified firm to provide a comprehensive suite of planning and development services. The scope includes general planning and development review, land use project review, and specialized landscape design plan review. The selected company will prepare and/or provide peer review for environmental documents under CEQA and NEPA, covering archeological, cultural, paleontological, biological resources, as well as noise, air quality, and greenhouse gas assessments. Traffic reviews and municipal financial review services, including fiscal impact analysis, are also required.
Responsibilities include managing planning-related development projects for the city, performing plan check reviews of concept and construction landscape and park plans, and reviewing technical studies and specifications according to city design policies and standards. Permit technician and inspection services for various municipal development activities also fall within this RFP's scope. All technical questions are to be submitted by March 30, 2026.
