DESCRIPTION


The organization seeks vendors to provide comprehensive management systems and supporting services for the Freedom of Information Act (FOIA) and e-Discovery processes. The required solution should be unified, secure, and scalable, allowing for efficient management of FOIA requests and electronic discovery activities across the department. Vendors must supply an integrated eDiscovery solution, an integrated FOIA platform, and offer professional services for program support, platform management, configuration, and migration.

The solution must integrate seamlessly with the agency’s existing enterprise systems, including Microsoft Office 365, SharePoint, OneDrive, and email servers. Advanced AI and Machine Learning capabilities—such as technology-assisted review (TAR), continuous active learning, predictive coding, automated entity recognition, intelligent redaction, and privilege assessment—are required to improve processing speed and accuracy.

A vendor-hosted, FedRAMP-authorized, cloud-based SaaS platform is mandatory, with the system becoming fully operational upon award and able to scale to meet department-wide demands. The system should provide standardized templates for data ingestion and case processing, as well as data visualization tools to enhance eDiscovery and FOIA workflows.
