The U.S. Army Corps of Engineers (USACE) is preparing to solicit bids for a design-build renovation project for the 1st floor office of the Fountain City Service Base Office Building (Building Number 3), which is part of the Mississippi River Project Office (MRPO) in the St. Paul District. This project will require the selected contractor to provide comprehensive design and construction services necessary for a complete and usable office renovation.
The scope of work includes developing engineering plans and specifications, supplying all required personnel, equipment, and materials, and performing all associated construction activities. The contractor will also be responsible for delivering final As-Built/Record Drawings upon project completion. The anticipated value of this project ranges between $1,000,000 and $5,000,000.
Procurement for this requirement will follow the Federal Acquisition Regulation (FAR) 36.3 two-phase design-build selection process. Phase One of the solicitation is expected to be issued in late December 2025 or early January 2026, with contract award targeted by September 30, 2026. The solicitation is classified under NAICS code 236220 for Commercial and Institutional Building Construction and will be open to all qualified firms.
