The Louisville District intends to award a sole source contract for the construction of a microgrid system at the Fort Bragg Special Operations Training Facility in North Carolina. The proposed system will feature a 4-megawatt fixed-tilt ground-mounted photovoltaic (PV) solar array, a minimum 6MW energy storage system (ESS), and a new 6MW diesel generator with fuel storage and polishing. The microgrid will include a master controller, synchronization controllers, automatic transfer switches, transformers, reclosers, inverters, rectifiers, and underground electrical infrastructure. Integration is required with the existing Supervisory Control and Data Acquisition (SCADA) system and all systems will be installed on a closed restricted network (CRN).
This microgrid is designed to provide extended backup power through islanding from the main grid during outages, thereby increasing energy security and resilience at the facility and supporting continuity of operations for mission-essential functions. As the local utility service provider, Sandhills Utility Services, Inc. will be responsible for integrating the microgrid into their established electrical distribution system, maintaining exclusive operational control and approval authority.
The period of performance is estimated at 990 calendar days, with the construction magnitude exceeding $50 million. The notice is for informational purposes and is not a solicitation for competitive offers, but capability statements may be submitted by interested firms by April 9, 2026.
