DESCRIPTION


A professional services provider is sought to promote Foreign Trade Zones (FTZ) in Missouri, leveraging targeted outreach and advertising to increase exporter and importer awareness and utilization. The vendor will be responsible for creating and executing a comprehensive outreach plan that includes consulting with 2–4 companies per month, delivering group presentations, publishing at least one media article monthly, and maintaining an active presence on social media. Additionally, the provider must coordinate and host an annual meeting for FTZ operators, supply weekly internal updates on tariff and trade policy changes, and coordinate with related international business development groups.

The scope also includes reviewing and updating FTZ operating manuals, procedures, and forms to align with current best practices. The contractor will administer feasibility study subsidies, designing intake and workflow procedures, managing qualified consultants, enforcing conflict-of-interest policies, and standardizing review criteria. There is a strong emphasis on tracking and reporting engagement metrics, subsidy outcomes, and related economic impacts.
