The selected vendor will provide comprehensive administration services for flexible spending accounts (FSA), health savings accounts (HSA), and COBRA for county employees. This includes managing both healthcare and dependent care FSA plans, which feature a carryover provision, and performing all required non-discrimination testing at least annually. The vendor will be responsible for all administrative and banking services related to HSAs for employees who choose the county’s high-deductible health plan, taking into account the possibility of future employer contributions.
Full COBRA administration is required for the county’s medical, prescription drug, dental, vision, Employee Assistance Program (EAP), and healthcare flexible spending accounts. During the transition, run-out claims for the 2025–2026 plan year will be handled by the current vendor. The successful offeror must provide detailed quarterly and annual reports on plan utilization and activity and is expected to participate in annual benefit meetings, typically held in May or June. The initial contract period will be for one year.
