DESCRIPTION


The City is seeking an independent, third-party consultant to conduct a comprehensive review of its Fleet Management Program. The scope includes evaluation of the fleet governance structure, roles and responsibilities, degree of centralization versus decentralization, and alignment between Fleet, client departments, Finance, HR, and Asset Management. The assessment will address the rental rate structure and cost equalization within the program.

The consultant will also review lifecycle management and replacement planning, including analysis of replacement policies versus actual practices, strategies for optimizing equipment lifecycle and replacement decisions, preparation of 10-year capital planning and reserve analysis, and reviewing the asset replacement funding strategy. Opportunities for cost-effective optimization and reasonability of replacement costs used for forecasting future needs are to be identified.

Additionally, the review will cover outsourcing and external service usage, focusing on identification of strategic versus outsourced work, opportunities to reduce outsourcing costs through strategic procurement, and exploring alternative sourcing and contracting options. The effective and efficient use of the Fleet Management Information System in alignment with City financial and reporting systems and technology tools will also be assessed.
