DHA is seeking a vendor for nationwide fingerprint collection and submission services, including both electronic and ink card methods, to support federal personnel background checks.

DESCRIPTION

The Defense Health Agency (DHA) seeks a contractor to provide comprehensive fingerprinting services under a firm fixed-price contract with an initial period of twelve months, plus four twelve-month option periods and the possibility to extend for an additional six months. Services include collecting and submitting both electronic and hard copy fingerprints, with successful electronic submission to the Defense Counterintelligence and Security Agency (DCSA) Secure Web Fingerprint Transmission (SWFT) system, as well as traditional ink or hard card fingerprints on various fingerprint cards.

The contractor must operate a presence across all 50 United States, Guam, Puerto Rico, and the United States Virgin Islands. Responsibilities include providing fingerprint cards and mailing completed cards to the address associated with the applicable DHA Submitting Office Number. Both electronic submissions and hard copy collections are required. All responsible businesses able to meet these requirements are eligible to submit a quote once the formal Request for Quote (RFQ) is released.

Registration in the System for Award Management (SAM) and a valid Commercial and Government Entity (CAGE) code are mandatory for contract award consideration. The procurement falls under NAICS code 561611 — Investigation and Personal Background Check Services — with a size standard of $25 million.
