A government authority in California is seeking a vendor to provide comprehensive financial services in support of the County’s Employee and Worker Ownership Initiative. The chosen provider will be responsible for facilitating business expansions and transitions to employee and worker ownership models by undertaking key roles such as underwriting and loan structuring, loan committee facilitation, loan servicing, and debt collections. Responsibilities include developing underwriting guidelines, preparing and documenting loan materials, managing loan servicing and repayment processing, and providing financial counselling to borrowers to maintain compliance.

Additional duties involve active participation in marketing and outreach, with the marketing service provider tasked with ensuring the benefits and opportunities related to employee and worker ownership reach a wide array of diverse communities and business sizes across the county. The scope of work also covers capital needs assessments, risk rating, loan distributions, document preparation, and escrow management. The resulting contract will span five years.
