The selected vendor will provide comprehensive financial consulting services to support the management of a government authority's property tax system in San Diego, California. Key responsibilities include updating and maintaining an automated parcel database to ensure completeness and accuracy for all parcels. Data elements to be managed include Assessor Parcel Number (APN), tract, lot and unit numbers, land and building square footage, building permit issuance dates, situs addresses, and fire risk categories.
The vendor will be responsible for identifying pertinent details for new homes, such as building permit dates, square footage, and addresses. Duties also include reviewing current Assessor Parcel Maps for validation of parcel numbers each fiscal year and performing calculations for the Special Tax Requirement. Special taxes for each property need to be calculated, exempt properties identified, and a thorough Annual Special Tax Report prepared outlining financial analyses and the methodologies used for tax apportionment.
Additionally, the vendor will monitor changes to the secured tax roll, including any needed adjustments to property tax bills. This includes calculating new or adjusted bills and coordinating with the County for their issuance as necessary.
