This RFP seeks qualified vendors to provide financial audit services for a government authority in Austin, Texas for fiscal year 2026, with possible renewals for future years.

Proposer must be a Texas State Board of Public Accountancy certified public accounting firm or individual with an active license.
Proposer must have work experience and familiarity with state and/or local government financial audits.
Proposer must submit a single proposal covering all required components and services.
Proposals must be organized to correspond with RFP sections and have numbered pages.
Proposals must fully and completely address all goods, services, and requirements.
The Letter of Transmittal must state the proposal is valid for 180 days from submission.
The Letter of Transmittal must include acceptance of Part 3 terms and conditions.
The Executive Summary must not exceed five pages.
The Cost Proposal must be submitted in a separate PDF using the specified format (Attachment G).
Cost information must not be disclosed in the written Proposal body.
Only one proposal per Proposer is allowed.
Proposer must not employ unfit or unqualified persons.
Proposer must qualify for a sales agent license under Texas Government Code §466.155.
Proposer must be lawfully organized and in full compliance with all applicable laws.
Proposer must have the legal authority and financial capacity to perform the contract.
Proposer must obtain and maintain all necessary licenses and permits.
Proposer must have no present or future conflict of interest.
Goods and services must meet performance standards, including the Federal Occupational Safety and Health Act of 1970, and be performed by qualified personnel.
Proposer must maintain all required insurance coverage as specified in RFP Sections 3.29 - 3.35.
Proposer must provide a performance bond of $25,000 within 15 days of contract execution.
Proposer must disclose any material civil or criminal litigation or indictment.
Proposer must maintain confidentiality of TDLR information.
Proposer's directly involved personnel must not purchase Texas Lottery Program tickets or be paid prizes.
Proposer must submit its most recent peer review report and any letter of comment.
Proposer must provide a list of key personnel with resumes, including time dedicated, references, and project accomplishments.
Proposer must provide a minimum of five verifiable references for similar services within the last five years.
Proposer must disclose any actual, potential, or perceived conflict of interest.
Proposer must provide evidence of financial responsibility and stability.
All proposals must include a completed Historically Underutilized Business (HUB) Subcontracting Plan (HSP) in the CPA format.
Proposer must perform work in accordance with Government Auditing Standards and American Institute of Certified Public Accountants standards.
Proposer must cooperate with the State Auditor’s Office and comply with AU-C Section 600.
Proposer must retain all work papers and reports for a minimum of seven years after final payment.
Proposer must prepare, print, and sign reports in accordance with auditing standards.
Proposer's word processing, spreadsheet, presentation, project management, and email applications must be compatible with TDLR applications.
Proposer must verify Scratch Ticket Inventory as of August 31, 2026.
Proposer must provide final draft reports by November 30th annually.
Proposer must provide final reports by December 14th.
