A four-year contract opportunity for certified public accountants to audit the financial statements of Fairfield, Alabama's government authority.

Be a qualified professional firm or individual of certified public accountants.
Audit financial statements for Fiscal Years 2026 and 2027, with an option for four additional one-year periods.
Perform audits in accordance with Generally Accepted Auditing Standards (GAAS), AICPA, and applicable state/federal regulations.
Possess significant governmental accounting and auditing experience at the municipal and housing authority level.
Be a current member of the AICPA.
Have received a positive peer review within the past two years.
Adhere to specific timelines: onsite fieldwork by October 31st annually, draft reports by December 31st annually, and final submission to REAC and Federal Clearinghouse by March 31st annually.
Conduct financial and compliance audits under the Single Audit Act Amendments of 1996 and 2 CFR Part 200 Subpart F (Uniform Guidance).
Comply with the latest Generally Accepted Government Auditing Standards (GAGAS).
Prepare the Audit Engagement Letter in accordance with AICPA standards.
Retain audit working papers for a minimum of 3 years and provide access upon request.
Electronically transmit audit reports, footnotes, and attachments in rich text format (.rtf).
Electronically attest to the accuracy of the audit data entered into the Real Estate Assessment Center (REAC) system within 7 months of FAHA’s fiscal year end.
Submit a fully completed and executed Form of Proposal (Attachment A).
Submit a fully completed and executed Form HUD-5369-C (8/93), Certifications and Representations of Proposers, Non-Construction Contract (Attachment B).
Submit a fully completed and executed Profile of Firm Form (Attachment C).
Provide documentation explaining proposed services and how RFP requirements will be fulfilled.
Submit a concise description of managerial and financial capacity, including professional resumes for key personnel.
Provide a listing of former or current clients for similar services, including contact information.
Submit a copy of the Equal Opportunity Employment Policy and a description of steps to ensure supplier diversity.
Submit 1 original and 4 exact copies of the hard copy proposal, sealed and addressed as specified.
The firm must be independent of the Hampton Redevelopment and Housing Authority and the City of Hampton, as defined by AICPA Ethical Rules.
The firm and partner assigned to the engagement must be licensed to perform the audit in the State of Alabama.
The firm must have met the peer review standards of the AICPA and Government Auditing Standards.
The firm must provide adequate daily supervision.
Staff assigned to the audit must have met the continuing education requirements by Government Auditing Standards.
Disclose the status of any disciplinary action taken against the IPA.
Provide a current copy of the CPA license in the State of Alabama.
Certify that the firm and its designated agent(s) have not been debarred, suspended, or otherwise prohibited from practice.
Provide proof of insurance with an A-rated carrier showing minimum limits: $1,000,000 general liability; $1,000,000 professional liability; $25,000 fidelity bond in favor of the Authority; and workers compensation with statutory limits of $100,000/$500,000/$100,000.
Submit a completed Form HUD-5369-A, Representations, Certifications, and Other Statements of Bidders.
