Louisville is soliciting a vendor to perform financial and compliance audits for fiscal year 2026 under a one-year contract.

Offeror must be a licensed Certified Public Accountant
Offeror must be qualified to do business in the Commonwealth of Kentucky
Offeror must have an active license with the Kentucky State Board of Accountancy
Offeror must be a member of the American Institute of Certified Public Accountants (AICPA)
Proposals must be emailed to [email protected]
Proposals must be submitted by March 20, 2026, 2 PM (EDT)
Offeror is responsible for all costs incurred in proposal preparation
Audit report must adhere to GASB 34
Audit must be in accordance with 2 CFR 200 Uniform Guidance and Generally Accepted Government Auditing Standards (GAGAS)
Provide supplemental schedules for the Kentucky Department of Aging and Independent Living (DAIL)
Auditor must review the Cost Allocation Plan for compliance with 2 CFR 200 Uniform Guidance
Comply with KRS 147A.117 requirements for audit review by the Kentucky Auditor of Public Accounts (APA)
Transmit a draft audit report to KIPDA by October 15, 2026
Deliver 10 bound copies, one unbound copy, and one electronic (pdf) audit report to KIPDA by November 15, 2026
A representative of the audit firm must present the audit report at a KIPDA Board of Directors meeting
Provide prior auditing experience including Area Development Districts, similar Kentucky/Indiana programs, Federal Government programs, local/county government activities, nonprofit organizations, and entities with shared/indirect costs
Describe organization, size, and structure of the firm
Include a copy of the most recent Peer Review and comment letter, and AICPA Acceptance letter
Describe qualifications of staff assigned to the audits, including resumes, education, position, experience, and continuing education
Provide a statement on whether the firm has been subject to disciplinary action in the past three years
Provide a statement of independence as defined by applicable auditing standards
Describe understanding of work to be performed, including audit procedures and estimated hours
Proposed price must include estimated hours by staff level, hourly rates, total cost by staff level, out-of-pocket expenses, and cost for two possible one-year extensions
Sign and include Certifications Schedule A
Certify that the individual signing is authorized to submit the RFP and contract on behalf of the Offeror
Certify that the Offeror is not involved in any agreement to pay money or other consideration for the execution of this agreement, other than to an employee of the Offeror
Certify that prices quoted were arrived at independently without restricting competition
Certify that prices quoted have not been knowingly disclosed prior to an award
Certify that there has been no attempt to discourage other potential Offerors
Certify that the Offeror is a properly licensed certified public accountant
Certify that the Offeror meets GAGAS independence standards
Certify that all individuals assigned to the audit meet the GAO Continuing Education Requirement (80 hours every two years, with 24 hours in government auditing)
Certify understanding of GAO external quality control (peer) review requirements
Certify understanding of specific publications: GAGAS (Yellow Book), Principles of Federal Appropriations Law (Red Book), 2 CFR 200 Uniform Guidance, Standards for Internal Control in the Federal Government (Green Book), and State and Local Governments – Audits and Accounting Guide (AICPA Audit Guide)
Certify no record of substandard audit work and not debarred or suspended from doing work with any Federal, state, or local government
Certify that the Offeror carries professional malpractice insurance
