DESCRIPTION

The government authority in Michigan is seeking a vendor to provide comprehensive financial advisory services. The scope includes technical financial analysis for debt issuances and other financing techniques, development of financial and debt policies, and administrative procedures. The selected vendor will review the current debt structure to identify strengths and weaknesses, enabling optimization of future debt issuances to meet capital needs.

Additional responsibilities include analyzing future debt capacity, creating financial plans by assessing capital requirements, identifying potential revenue sources, and evaluating various financing alternatives such as pay-as-you-go, lease/purchase, short-term vs. long-term financings, assessments, user fees, impact fees, developer contributions, public-private projects, and grants. The vendor will also provide analysis of the budgetary and financial impact of these alternatives, implement strategic planning models, conduct impact fee financial analysis, initiate revenue enhancement programs, and analyze projects developed through engineering and architectural studies.
