DESCRIPTION

The government authority in Florida is seeking a vendor to provide comprehensive financial advisory services, particularly for public–private partnership (P3) projects. The selected firm will be responsible for conducting thorough financial feasibility analyses, examining project costs, revenue assumptions, operating expenses, and overall lifecycle costs. Additionally, the firm will identify financial risks and opportunities inherent in various partnership structures.

The scope of work includes validating and modeling financial assumptions such as capital structures, debt financing, operating costs, escalation factors, and revenue forecasts. The successful vendor will provide independent verification of financial projections submitted by private entities involved in P3 proposals.

Key responsibilities also involve evaluating and reviewing public–private partnership structures, focusing on the allocation of financial risks, assessing financial terms including revenue sharing and financing mechanisms, and examining return on investment structures. Due diligence on development teams is required, including reviewing their financial capacity, funding sources, and creditworthiness where pertinent. The contract term is expected to be one year.
